open your /etc/ssh/sshd_configand set the ChallengeResponseAuthentication to yes.This will allow key and password login.This explains the ports required for esxi. Check and open the ones...

No matter which utility you use to access the ESXi host (PowerCLI, vCLI, SDK), at the end they are all using the same API on the host which unfortunately is restricted in the free edition. André
